Emergency Tenants Council is established.

The organization is an outgrowth of a group of residents who campaigned to get rid of a junkyard at 100 West Brookline Street. It is formed to respond to the South End Urban renewal plan proposal for Parcel 19, which calls for clearing the site and displacing some 1,500 residents to build luxury housing. Incorporated in 1969, the group subsequently adopts the slogan “No nos mudaremos de la Parcel 19.” Israel Feliciano is the first director. After submitting an alternate proposal, the group is subsequently chosen to develop what come to called the Villa Victoria affordable housing development. The organization forms a related group, Inquilinos Boricuas en Acción, to provide social and other services in 1974, and the groups merge to become IBA/ETC in 1994 [2013].
